What they are doing

Mastercard has scored transactions for years. Decision Intelligence was already approving about 143 billion transactions a year before Decision Intelligence Pro. The step up is the model, not a new rules tool. On February 1, 2024 the company said initial modelling of Pro raised fraud detection about 20 percent on average, and up to 300 percent in some cases, and cut false positives by more than 85 percent in its own analysis. That release also said Pro would be available later in 2024. On February 4, 2026 the head of security solutions and the head of data science described Pro as the live score: each transaction, real time, about 50 milliseconds, a neural net rather than the old rules. They did not repeat the 20 percent or the 85 percent. On-Demand Decisioning, in the April 2026 proxy, is a rules engine issuers set on the network. It is the older kind of tool. The annual report still does not name Pro.

Why the score

  • Reach 2 not 1: Decision Intelligence Pro is one named score in the payment.
  • Reach 2 not 3: On-Demand Decisioning is rules, and the agent launches are not a second intelligence function.
  • Weight 3 not 2: the score sits in the real-time approve-or-decline path.
  • Weight 3 not 4: the network is still how Mastercard goes to market. The podcast does not show the score running the book.
  • Proof 3 not 2: the people who run it describe a live score, with a latency, on a named model.
  • Proof 3 not 4: the 20 percent and the 85 percent are initial modelling from February 2024, before Pro was available. The 2026 operators describe the live model and do not restate a result.

What would move it next quarter: A fraud rate or a false-decline rate on Decision Intelligence Pro. Another agent launch will not move this.

Decision Intelligence Pro announcement

Ajay Bhalla, president of Cyber and Intelligence, said initial modelling boosted fraud detection about 20 percent on average and as high as 300 percent in some cases, and that Mastercard's own analysis cut false positives by more than 85 percent. The release said Pro would be available later in 2024. Decision Intelligence was already scoring about 143 billion transactions a year.

2026 proxy

With On-Demand Decisioning, Mastercard says it improved the transaction experience for cardholders and issuers by providing real-time transaction approvals directly on the network, reducing false declines. The same letter lists Threat Intelligence as a service. It gives no false-decline rate.

2025 Form 10-K

The network applies fraud scoring and intelligent routing in real time. Data and AI products are meant to make commerce smarter, more secure, and more personal. The report does not name On-Demand Decisioning or Decision Intelligence.
